The LEA Billing Option Program is administered at the federal level by the Centers for Medicare and Medicaid services, we call them CMS. CMS develops the guidelines individual states must follow and they also approve State Plan Amendments submitted by a state when they want to make changes to their programs.
The California Department of Health Care Services, or DHCS, oversees the program at the state level and they ensure that policies set or approved by CMS are followed by participating LEA’s. DHCS, through their fiscal intermediary, process claims for payment to LEA’s. LEA’s, such as yours, contract directly with the Department of Health Care Services.
So how do you get reimbursed? The LEA Billing Option Program is a Fee-For-Service program, where your LEA provides an eligible service to an eligible student and you are then reimbursed a set fee. Seems simple right? With committed program leadership and participants, the LEA Program can be easily managed. While you have been chosen to oversee the program on your LEA’s behalf, it is advisable to develop a team. This may be department heads from each practitioner group, business officials and of course, Special Education.
